Add Node.js skill scanner that recursively discovers skills in .robotz/agents/skills/ and generates machine-readable index.yaml

Summary

  • Add Node.js skill scanner that recursively discovers skills
  • Generate machine-readable skills/index.yaml with version, generated_at, and skill list
  • Integrate skill index into boot authority chain
  • Add update sequence to INSTALLATION.md for ongoing projects
  • All 7 framework skills now auto-detected
